On this website you can easily create a phpBB forum board for FREE. The website is available in english, and later in french. But in fact, you'll use your own board, and boards are available in many many languages with over 120+ templates !
For those who know phpBB, subsilver2 and prosilver are available with every images in these languages. Others templates don't have every images translated.
